Europeβs gambling regulators are tightening their grip on illegal online betting. In a rare show of cross-border unity, several major authorities have agreed to share intelligence and coordinate action against operators skirting national laws. The international alliance aims to protect consumers and restore integrity to the digital gambling market.
A Unified Front Against Illicit Operators
Regulators from Germany, Austria, France, Great Britain, Italy, Portugal and Spain have officially agreed to work together to combat illegal online gambling. The pact was sealed on 12 November during a meeting hosted by Spainβs Directorate General for Gambling Regulation (DGOJ).
Authorities emphasised that rapid technological innovation and the borderless nature of online platforms have given illegal operators ample room to manoeuvre across jurisdictions. Without coordinated oversight, these operators can evade national rules, leaving consumers exposed and regulators outpaced.
Clamping Down on Illegal Advertising
The rise of unauthorised gambling promotions across social media, video platforms and affiliate networks remains a critical concern. Vulnerable groups, especially minors, are increasingly at risk of encountering illegal content, prompting regulators to step up their collaborative efforts.
Under the new agreement, regulators will focus on three main actions:
- Sharing data and intelligence on unlicensed operators
- Coordinating complaints to online platforms to block illicit advertising
- Exchanging expertise and best practices to strengthen enforcement
Shared Challenges on the Madrid Stage
The announcement coincided with the 1st International Gaming Congress in Madrid, where regulators from Italy, Germany, the UK and Spain discussed their diverse regulatory models and the shared challenges facing the gambling sector. Despite differing national frameworks, they highlighted a common goal: ensuring a safer, more transparent market for players across Europe.
A Stronger Focus on Player Protection
This renewed collaboration aligns with broader industry efforts to reduce gambling-related harm. GambleAware recently called for tougher regulation, including mandatory health warnings on all gambling content. The European Gaming and Betting Association (EGBA) also welcomed the approval of a new European standard on markers of harm, designed to identify risky behaviour and support early intervention.
Set for publication in early 2026, the framework will be voluntary for regulators and operators but marks a significant step forward in strengthening consumer safeguards.
