Germany Hosts Key DACHL Regulators

Germany’s gambling regulator, the Gemeinsame Glücksspielbehörde der Länder (GGL), recently welcomed delegates from Austria, Switzerland, and Liechtenstein for their annual DACHL meeting on 8-9 October. Participants exchanged best practices and discussed the evolving gambling landscape in the region.
The event came at a pivotal time as Germany evaluates its State Treaty on Gambling, with the review expected to conclude by the end of next year. Discussions covered gambling laws, criminal provisions, and the controversial issue of lootboxes, which remain a concern due to their appeal to children within video games.
Focus on Player Protection and Illegal Gambling
Delegates also explored problem gambling, highlighting the European Commission’s new unified markers of gambling harm (CEN) as a tool to strengthen collaboration. Sports betting and player protection were major topics, with illegal betting cases affecting amateur sports in Germany.
GGL is considering stricter player identity verification measures, including income checks over the past 12 months. However, local trade bodies warned that these steps might inadvertently benefit the black market, which currently holds a concerning 35% offshore market share—one of Europe’s lowest channelisation rates.
To improve regulation, Germany may adopt new strategies such as IP blocking, following examples from Switzerland’s successful policies. GGL CEO Ronald Benter emphasized the importance of cooperation with European regulators to combat illegal gambling, supervise licensed operators, and prevent gambling addiction, sharing successful practices across the continent.
